Many of them had been attacked until the point where they had almost no forces and some had no colonies. And even though it was the years of peace, governments were secretly wiping these pirate factions out.
To fight the governments, the pirates organizations united and created the Star Pirates, Governments looking at the massive size of the pirates were intimated and stop attacking. Some bond pirates stepped into the star pirates space and were destroyed proving that the star pirates had no allies.
Over the years, the Star Pirates tested weapon secretly for the sole purpose of destroying all government and creating a single government under the star pirates rule. But the Bond and Magma pirates stepped in and stopped this knowing the full extent of a war unlike the Star pirates. In the 3040 C.E., the past actions of the Star Pirates have given them a reputation of being a fairly new and unstable organization and is cautioned by pirates and governments.
